AUSTIN A bill authored by Rep. Cindy Burkett of Sunnyvale would make it illegal to mail more than two ballots during an election cycle and could result in a person being charged with a state jail felony for doing so. Exceptions would be made for family members and workers at state-licensed nursing and rehabilitation centers.
