Yes, as the regulations stand now, after a two year doping ban, he can compete. That is the LAW as it stands now. So what is new.

I'm sure that all tours keep an eye on previously convicted dopers. Rightly so. Raymond

If my memory serves me correctly, the athlete has always been able to return to competing in their sport after serviving their suspension or ban.

What has changed is that various organizations disregard the various rules and regulations. In part that has come about due to various international/national organizations, federations, along with sporting organizors, and sporting teams not doing enough or anything at all in fighting doping. Let's not forget the double standards being practiced in selective acceptence of who can race and who cannot race today.

That behavior has become the new trend of, "Political Correctness."

Former US President Jimmy Carter screwed up in throughing in politics into sports during his administration and now it has become common place.
