LA has tested positive on many occasions - EPO, cortisone. They have been covered up or not reported in the US. He is one of the biggest cheats ever. Just about everyone he ever rode with has testified under oath that he cheated. In fact, his cheating was the most expensive and advanced of anyone in the peloton and that is a good reason he won so often. Add to that complicity between him and the people running the tour to enable his doping and probable criminal activity involving drugs and tax evasion and you have a real bad guy. This is not to say that his foundation is not a good group.
