Is anyone still shocked. Listen, everyone in the peleton is on something. Whether they are banned substances, or substances not yet to be banned. The bottom line is with the amount of money that is in cycling today, especially now you are seeing a resurgence in endurance sport, the DOPE is here to stay and it isn't going anywhere. I am just wondering when they will just make it legal so athletes can get the appropriate monitored care they need to use these substances safely and effectively. They will never be able to stop it.

So, EVERYONE in the TDF is on something eh? What? Some are a lot are not. Yes it is a hard job to control 'cheating' in any sport. Come down hard on the rider (and sometimes the team) ban them for LIFE, they may think twice after a few of the 'stars' are no longer allowed to ride
BUT , and I say this every year, some riders are willing to DIE, yes kill themselves to win
You ask "wondering when they will just make it legal so athletes can get the appropriate monitored care they need to use these substances safely and effectively" That may help somewhat, but that just makes the team with the best 'drug doctor' the winner. Would you want that?
We here in the UK have just had the Wimbledon tennis tournament. Do you think they are on PEDs as well?

Well put and stated Chris.

I wouldn't be surprised if it came out stating that some tennis players are on PEDS as well. So far it hasn't been stated and I certainly hope I'm wrong here.
