I'm wondering if the selection was based more on a strict adherence to UCI rules. Last year there was a lot of hubbub because the top UCI Americas Tour teams were all from South America, and by strict rules, no US ProCon/Continental teams would have been in the Colorado tour. One issue with TT1's candidacy for major Western Hemisphere races is that with a mostly European schedule, they aren't racking up Americas Tour points. Since AToC has been positioning itself as THE BIG US/American TOUR, it has to pay closer adherence to the rules, no?
