Yes, but only if those terrorists, drug dealers, and criminal politicians don't have a history of defaults. Something Cuba has done more than once. You said it "bankers deal with anyone as long as there is money in it". With Cuba it is just a matter of time before the shoe drops if given the chance. And before you say the rest of the world deals with them, they do, but they do it cash only.
