While I agree with you 100%, there's always a chance of some sort of irresponsibility when you have to put trust in others....like a bus driver! Such is life, I guess.There is no excuse for having any alcohol in your system while on duty driving a bus with children aboard.It seems to me that she might have been doing this on a regular basis. Thank God nobody was hurt or even killed. This is a serious matter and should be dealt with in a serious manner. I have a grandchild that rides a bus and I put my trust in the driver of that bus to bring my grandson home safe and sound. That is a huge responsibility and I respect the professionals that do this on a daily basis.
As the old adage goes...."If you want something done right, Do it yourself".
Sad as it is, the only way to avoid this entirely, regardless of checks by the schools, is to drive the grandkids to school yourself. Sorry. The good news is there's still a better chance of your grandkids choking on a toy than being killed in a school bus accident. My point is that school busses are a VERY safe form of transportation!
