To live in the American Midwest is to spend more time hoping rains start than hoping they stop.

When the US Senate held a debate earlier this year about a federal catastrophic insurance plan, many said that it was a bail out for hurricane zone residents; i.e. why should the Midwest pay for coastal states problems?

There is no doubt in my mind that we all will end up paying to help these Midwesterner's rebuild (just like we are all still paying for Katrina). Maybe now is the time for the government to conduct an honest discussion of a national natural disaster insurance plan.

Maybe its time that people stop building in flood plains and every 5 to 10 years FEMA aka the US taxpayers are bailing them out.
