Yes there is. She is 81 yrs old and my mother, her brother is 90, and her sister is 96... so, as you can see Fed Up... I'll be here for a long, long time.

As for them needing assistance crossing a street... that will be the day. Just past their driving tests again...

Colonial Beach is such a pretty town with lots of wonderful people in it, why can't the council quit fighting and actually try to get something done! So much could be accomplished with a lot less bickering.

Extracted from the Stafford County Sun written by Harvey Gold, Published: July 13, 2009 - for those of you who haven't seen it.

“Take for example the Colonial Beach City Council. When the majority of the council forced the mayor to keep out of the city offices because he allegedly was interfering with their [I assume he was speaking of the Town Hall Employees] performance and micro-managing, that should send a message to the voters that something is very wrong in whose managing their town. This might justify a stampede to the next council meeting to demand reform.[It would take reform… because according to the Code of Virginia,“§ 15.2-1423. Powers of chairman or mayor… In addition to being presiding officer, the chairman or mayor, as the case may be, shall be the head of the local government for all official functions and ceremonial purposes. He shall have a vote but no veto.”

“In the event that there is no chief administrative officer [The Town Manager, Val Foulds], it shall be the duty of the chairman or mayor, as the case may be; to see that the functions set forth in § 15.2-1541 are carried out if the governing body has not acted otherwise.“[Which is what Pete Bone had to do](1997, c. 587.)

The only reason Pete Bone had an office in the Town Hall was because there was no Town Manager and it became his duty to fill that position until one was hired.]

Mr, Gold also stated in the article…

“Now, we learn that one of the council members allegedly pushed the police chief who was trying to solve a dispute between that council member and another one. If the police Chief felt it was necessary to break up the dispute between two of his bosses, it must have been a humdinger.”

[Apparently he did not break up a humdinger of a dispute, verbal or otherwise… because nobody was arrested and incarcerated, and nothing has been said about any citations being written either. It seems that he only attempted to ascertain and determine what was going on between the two individuals.]

I wonder if Mr. Gold of the Stafford County Sun is related to Frank Delano of the Free Lance Star?

IMHO it is not that Rummage wants a Office in Town Hall (that is just a room). What he wants is a staff to do his bidding and the ability to direct the day to day functions. The Town of Colonial Beach operates under and Council/Manager type of government where the Town Manager is vested with those operational duties. Council sets policies through Ordances and Resolutions which are carried out by the Town Manager. However I must add that lately there appears to be a lot of actions being taken with the preceived preseption the will of Council without a vote by the members. The Town Manager and the Council Member of Budget and Finance has indicated the Town will be in the red this fiscal year and I hope the Town Manager is C.Y.A herself. The Council establishes quarterly appropriations that are the maximum amount of expenditures for that quarter where if in the red those have been exceeded. That means one of 2 things.. the Town Manger has exceeded her directive or the Council has authorized deficit spending both of which under Virginia Code are considered malfeasance. Just because there is money in the Bank does not authorize expenditure.

As I read all the coments made here it make one wonder how did we get this far. The incident with the Rummage and King was done in the back room with from what I understand only Rummage,King,Coombes,Ridgley,P ayne,
Lyburn,Foulds,Town Attorney,Chief of Police were present. There were no residents, no newspaper reporters, no other staff. So you figure how such a range of what if's came from.

It must be concluded that leaks by an individual and/or individuals working within the Inner Sanctum of our Town’s Government to opposing politicians, business owners, the general voting public, and directly to newspapers are running at epidemic proportions here in the Town of Colonial Beach. These leakers of information are often sophisticated in their choice of material and timing.

Much like it was with the Watergate mystery we have within the Hallowed Halls of our Town Government a source, a Deep Throat if you will, who leaks information from the inner offices of administration and management via the internet, local newspapers, and so forth. The source that leaks info may not be a chain-smoking; whisky-drinking; anarchist bent on overturning anything political in Town… but who knows?

The story in the King George Journal article illustrates this with the words:“Although no members of Council are really talking, A SOURCE CLOSE TO TOWN HALL CONFIRMS that on Tuesday, April 7, sometime before noon, Colonial Beach Mayor Fred Rummage was approached by three council members waiting for him in the downstairs conference room and asked to permanently remove himself from his office in Town Hall. THE SOURCE SAYS the Mayor had just finished holding a Focus Group Meeting, which is a meeting with his advisory group he appointed shortly after taking office. "The Mayor", THEY SAID, "came downstairs to check his phone messages, and the other Council Members - Sparky Ridgely, Steve Kennedy and David Coombes - were waiting for him."
The Council members and the Mayor retired upstairs to the Mayor's office, where the particulars of the conversation could not be heard. WHAT BECAME CLEAR TO THIS TOWN HALL SOURCE was that a repeat action of something that was supposed to have occurred six weeks ago was happening again. Council members wanted the Mayor out of Town Hall and this time they carried through on their wishes.

As stated above, the incident between the Mayor and the Vice-Mayor took place in the back room, with, from what is understood, only Rummage, King, Coombes, Ridgley, Payne, Lyburn, Foulds, Town Attorney, Chief of Police present.
THERE WERE NO RESIDENTS, NO NEWSPAPER REPORTERS, NO OTHER TOWN STAFF OR EMPLOYEES PRESENT.

Is it the same DEEP THROAT or another INFO LEAK SPECIALIST looking for an edge for political reasons? People will and have started looking for the Common Denominator in all this Leakage… who is it who stands to gain the most Political Advantage from all of this Political Instability and Embarrassment of Our Town. Who is it that sits back with a smug satisfied look of a cat that just ate the canary?

Citizens of the Town of Colonial Beach… that’s for you to decide.

Now I am told that recent overtures to the constituents of Colonial Beach have allegedly included the delivery of political information type flyers, supposedly without benefit of USPS postage affixed to it, extolling opinions on the budget and the 50K considered necessary for phase 2 of the paving project. Furthermore, the flyer spoke of future money required for phase 3.

Did the flyer have a postage stamp affixed to it?

Some citizens have inquired as to the validity of someone, other then a USPS carrier, placing or delivering such correspondence into or even on the outside of a curbside mailbox, and they are within their rights to ask about it.

The United States Postal Service states that:

“ONLY AUTHORIZED LETTER CARRIERS MAY PLACE MAIL OR PACKAGES INTO THE MAIL RECEPTACLE. NO PART OF THE MAIL RECEPTACLE MAY BE USED TO DELIVER ANYTHING THAT DOES NOT CONTAIN POSTAGE. This includes items attached to the box, hung from the box or inserted into the mailbox. Any mailable material not displaying postage and found in the mailbox is subject to the same amount of postage as if it were carried by a mail carrier.

So, in conclusion, as Will Rogers said:“The more you read and observe about this Politics thing, you got to admit that each party is worse than the other. The one that's out always looks the best.”

It appears as though Will Rogers must have gone through Colonial Beach at one time or another.

I can only figure one that would have something to gain by the shift of attention to someone else and play himself as being the batter one. You can read it in his article today. Can't understand why he thinks Colonial Beach people can't see though him. IMHO of course.
