Police Jury establishes charter panel

The West Feliciana Parish Police Jury appointed 11 people Tuesday to a commission charged with developing a home-rule charter for governing the parish.

The action was requested in the summer by the Greater St. Francisville Chamber of Commerce, whose board of directors suggested that the police jury system no longer adequately serves the parish’s needs.

Thirteen people applied to serve on the panel, but jury Secretary Sheila Smith said state law limits the membership to 11. Jurors decided to appoint the other applicants as alternate members.

Smith announced the appointments, but jurors did not reveal when they made their choices.

The members are Sammy Bougeus, Catherine Calhoun, David Cazabat Jr., Jack Hanemann, Shane Landry, Sam LeBlanc III, Walter Oliveaux, David Opperman, Martin A. Schmit, Lori L. Thompson and Glenn Timmons.

The alternates are Z. David DeLoach and Jesse Rothschild.

Juror John Cobb argued unsuccessfully to have Deloach appointed to the panel because none of the other members live in his Police Jury district.

Under state law, a charter commission has 18 months to present a proposal for the voters to decide whether to change the system of government.

“From a positive standpoint, I’m glad it’s done,” Glenn Thomas, chamber president for 2010, said after the meeting.

“If it had been delayed again for another month, that’s another month before we could start the 18-month timeframe,” Thomas said.

Thomas said this fall’s Police Jury elections will be held before voters get a chance to decide whether to change the parish’s government.

“I knew that would happen when we didn’t get it last summer,” he said, adding that he was disappointed that jurors did not appoint a member from each of the jury’s districts.
