It wasn't "unethical" back then. Woodrow Wilson supported eugenics. But even if it was wrong then, why do we have to pay them off? How far back do you go? 50 years? 200 years? People have been "mistreated" by somebody or other since the dawn of time. An apology should suffice. We can't afford it and are not obligated to pay them off to salve our modern-day conscience. According to the beliefs of the day, they did both the individuals and society a favor by preventing propagation of "flawed" individuals.
