Washington County does not need a cut in education, it needs a time study in it's offices, and needs to make some cuts on excess baggage walking around doing nothing, or sitting around playing on the computers. IF their employees think their work load is too much, they should work in one of the local factories, on their feet instead of their a--es. to earn this money they are taking from the people.
How much do they charge for a watermeter these days? Compare it to what the other counties charge.
If you don't own property, and you're paying rent, you will be affected with a higher rent.

When you add up all they take in from people, and their budget, they need someone in office who can manage money. The people need to get out and vote at the town meetings. "WE THE PEOPLE" still pay their salaries. We have in our power the constitutional right to impeach them for mismanagement of funds.
