When I started college at the University of California at San Jose State, the selling of alcohol was prohibited on campus. The Student Union led a fight to open a bar on campus. Many used the same arguments as the Wallsburg city council to block them. But, after a long struggle, the Student Union won the right to lease their old building for the purpose of the first on-campus bar.
Unfortunately, the students were more interested in studying than drinking. It was not long before the owner of the bar realized he would need sell more than beer to stay in business. However, when he began selling pasta, the Student Union sued to shut him down. He was cutting into their cafeteria business in the new building.
The moral of this story is: there is no substitute for a good business plan.
