Wake County is a century or two from really needing a rail system. Yes it will create many jobs to build and maintain for maybe 10 people per train car to use.
I stayed in the San Francisco area and used their rail system called BART. Many workers on strike, wanting to make more than 40 thousand a year, high ticket prices that would have paid for the gas to actually drive there and the nonexistent business boost that Wake County was told that would be created by the rail system.
Light rail is useful but mainly as a backup plan if one's car is in the shop and you can handle the extra time that it will take you to get to your destination. Provided the rail system is going where you need it to go.
