State water bill full of pork

I n a state as large and fractured as California, it is always cause for celebration when lawmakers can reach some form of agreement on an issue as divisive as water.

Why is raising the height of a Dam so it can hold more water in Reserve and upgrading the water supply to lower water loss considered "Pork". Unless you are a self loathing Environmentalist. I bet most of the cost for these projects are from satisfying growth crushing environmental regulations and Union payoffs.

Refusing to increase and improve infrastructure then complaining there is not enough water to supply increased development makes no sense. People who think like this are the ones destroying California.

These same people want gold-plated government services, salaries and retirement benefits for State and local government workers but want to drive everyone who can earn a profit out of the State.
