This is because in 1986 our corrupt federal congresscriminals took their corporate bribes and passed the EMTALA act which mandates free health care at ERs for illegals. It could be changed overnight but no way they'll do that.

California can have all of the illegals in the country if they think they are such a positive economic boon.
