SunPower: SoCal builder includes solar panels on new homes

Property taxes on a $14,000 system will be $175/y. Assuming this is for an 1.4 kW system and it is pointed correctly, power generation will be ~1200 kWh/y. Just the property taxes makes the power cost 0.14 USD/kWh, greater than the utility rate.
