No charges for driver who struck, killed Dover pedestrian

Dennis P. Flinkstrom should be charged. No matter what how this event took place, be it due to bad weather, poor street lighting, ect. the driver is suppose to operate and be aware of his/hers surroundings. The victum, who was in the crosswalk, is entitled to the right-of-way and even though the victum had been drinking does not change that fact. May she find rest in Heaven, and the driver be brought to justice.
