Car torcher sentenced to probation, mental evaluation
A teenager from north St. Louis County will spend the next five years on supervised probation after he was sentenced for deliberately setting fire to four vehicles last spring near his home.

What it sounds like to me is the judge is leaving a lot of openings to send the man (he's an adult at 18) to jail.
If he can't find a job so he can pay damages then he violates the terms of his probation. The main reason so many perpetrators of crimes where no one is injured and only property is damaged don't go to jail, is the jails a overcrowded. So sending them to jail just means they will be released so there's room for criminals who commit crimes where someone is physically harmed.
Maybe the guy will get help and get straight. Arsonist do have a history of mental illness, although personally I don't accept that tired ol' excuse Wrong is wrong and there should be consequences that fit the crime no matter what age, economic status, race, etc. the criminal is.
