That will take the people that work too much by phone and socialize too much by phone,off the roads,roads that use to be free to enjoy.That just leaves the drunk drivers,who by the way should get no second chance at ever driving again.You get no second chance at death by a drunk driver.Its every bit as deadly as the nasty little cell phone!
