Before automatically assuming it was the vascular neck restraint that caused the suspect to die, keep in mind that offices are trained not to attempt the hold longer than a matter of seconds (generally under 30 - not long enough to cause brain damage due to hypoxia)and are trained to release the hold once unconsciousness is reached.
These vascular techniques have been widely used for centuries by martial artists and most commonly seen today in amateur and professional mixed martial arts competitions (In which these holds are approved for use in competition by State Athletic Commissions - no deaths reported).
We should wait to see if there were any underlying medical issues that when combined with the physiological stress of a struggle with law enforcement may have been a factor in his respiratory arrest. The medical examiners findings of oxygen deprivation may very well be due to the suspect going into full arrest after hold was applied and the time gap before life saving measures were administered.
My two cents.
