This bullet was obviously fired from far closer than the rifle range.
The trajectory of the bullet is far too flat, and has far too much penetration.
It's obvious to anyone with ballistics education.
Also, the design of the range literally makes it impossible for around to hit their home due to very high berms, hills and thick trees. The only way it would be possible is to live around at a crazy angle, which would be obvious when the round came back down. This is a well-known thing.
To say nothing of the fact the range is always closed every Thursday, for the entire day, for maintenance.
However, probably the goal here is to harass the range into quitting.
The range has been there for 50 years 49 years longer than the house.

If a bullet came from an every day shooting area I would move my family out right now and not let return for anything....Where is this home owner and his family now????
