PUD aims to explore tidal power

Most if not all of the tidal power systems that I have read about attempt to harness the flow of the tidal currents. Could not the rise and ebb be utilized perhaps by floating platforms in sheltered bays that are attached to either mechanical or hydraulic systems that hold the platform down, slowly resisting the rise thus harnessing the energy equal to the displacement of the platform. When the tide reaches its greatest height and begins to receed, the dead weight of the platform could be resisted and the process repeated like the pendulum of a clock. The platforms would not neccesarily have to be wasted space and could take the form of large piers, docks or even floating malls, parks or vacation properties. Any thoughts out there as to the amount of energy that could be harnessed in this way, cost-benefit, environmental concerns and storm protection?

I am really glad to see this! I've had this idea for MANY years.
In its simplist form I visualise a "barge " with 4 holes near the corners with a gear rack attached to the sea bottom coming up thru the deck. At each one a pinion driving a generato.r
