Work stopped when Walmart and Sam's club backed out of the project the first of the year due to the economy. About 40 major companies announced a nationwide construction freeze on ongoing store construction and plans for new stores for 3 to 4 years.The same for the 1000 acre shopping center behind the Wilderness project across the "Bridge to nowhere". The developer for Dumplin Creek has recently been sued by Blalocks for unpaid grade work. Seems the developer was on his knees at Walmarts home office begging for them to reopen the project a few weeks ago.
And according to various sources the Wilderness project is in danger of bankruptcy. Seems selling condos and time shares for $1000 down and "guaranteed bank financing" does not work when the banks refuse to make the loans. Payroll problems are a constant problem. Seems some of the workers sometimes go nearly a month without either being paid or getting a few hundred dollars to "hold them over" until the "error" can be corrected. This seems to be a regular problem.
Also there is the recent million dollar lawsuit for grade work at the Wilderness site that was never paid for.
Seems the Wilderness project is headed down the same road as Westgate.
This accounts for nearly 2.3 billion (yes billion with a B)in lost or delayed projects for Sevier County not accounting for all the projects going broke and shutting down.

And some of these busted projects were paid for with TIF taxpayer money through sweetheart deals with developers - friends of Larry's and Bishop's. We need an audit of ALL TIF money.

Work has stopped because the project was ahead of schedule and permits from the state expired. The project is completely funded and as soon as the state permits are renewed the work will continue. John Turley does not make mistakes, he makes money for him self and his investors. Plus we are keeping the Sevier County thugs at bay. John Turley was in Arkansas 3 weeks ago pleading for Walmart to reconsider the Dumplin Creek project for both a Super Center and a Sam's Club. The answer was a firm "Not at this time. Maybe in 2 years".
YES, he owes Blalocks a mint for the work so far, and YES,funds have been stopped by the banks involved at present. State permits are the least of his worries right now.
Anyone that pays attention to the news would have seen the list of companies placing a hold on future expansion of stores, thru 2011 and Walmart and Sam's Club lead the list. Seven Super Centers either planned or already under construction ,just in the Tennessee region, were hit with a stop work order in January.(Covered in the Wall Street Journal) With the Dumplin Creek project this is a total of just over 2.2 billion dollars of lost or frozen projects just along Highway 66 from Sevierville to the interstate. Most of these facts have even been covered in our own local paper, the Mountain Press. The vast majority of the Anne Atchey farm was to be the largest retail outlet on the entire eastern seaboard, five times the size of Dumplin Creek. Dead in the water. Hooters was planned to be open by now. Nope. Turley is in the same boat as the rest of Sevier county. On hold or sinking.
Even the State of Tennessee is forecasting a shortage of 700,000 to 1 billion dollars lost sales tax for the year 2008. This is the reason the six laning of Highway 66 is also on hold for 12 to 18 months after plans to let out contracts for work this December were scrapped. Facts are facts. And it seems you have not done your homework or have been paying attention to what has been going on here locally.

Anyone ask why Blalocks pulled all their equipment off a unfinished job and leased it to the auto plant outside Chattanoga? Because they were owed big bucks by John Turley and he is broke. They need all those new trucks and that new tracthoe to be making money. Easier to lease out the equipment then to let it set idle and still have to make payments on it.
He owes hundreds of thousands to Blalocks and a sub-contractor and can't pay since Walmart and Sam's backed out. The recent story in the Mt Press was a snow screen for all those people he made promices to. Myself included.

You really don't know what you are talking about, "Broker". I mean it all sounds great, but it is totally unfounded. Projects of this magnitude always take time. Wal-mart is a confirmed tenant in the new shopping center, but perhaps may scale back the size of the store, which was quite large to begin with compared to other Wal-marts in this area.

Obviously things have slowed down a bit recently in the economy, but what do you expect when it is all the media seems to talk about. Give it a few months and I am sure that things will be up and running and all of your rhetoric will have been in vain. Save your dramatic doomsayer mentality for the theater.

I am sure that we will all be shopping at the new Walmart at Dumplin Creek before you know it.

It doesn't matter if the project is finished or not, the mountain and the view are already spoiled forever. First there was a mountain, then Turley and Blalocks came. They both have a bad track record in TN of spoiling and raping land, no permits needed. A big ugly glowing Walmart would be an appropriate eyesore for that location as a reminder of what greed and corruption can accomplish.

I hope we get another Dollar Store! We need all the Dollar Stores we can get after I and the other Sevier County thieves steal the citizenry blind (free rocks from Smelzer for Warrens pals, transmissions, paint for my kids cars, booze for the utility leaders, jobs for commissioners kids, pay for work not done, etc.). If there was a way for the citizens to pay for my groceries, you bet I'd have 'em do it. As for right now, I'll just take the cash.

I vow not to stop stealing from Sevier County citizens until all they have left is a dollar.

Work at the jail recieve free food,,Seals and the gang take home free groceries all the time, just ask Don Parton and he can tell you how, but its for the church you know, I want to know who ate the catfish nuggets and icelandic cod,, I guess Seals.... if this bunch don't go to jail, something is bad wrong...we must have plenty of money no cut backs here....
