Transparency by Hook or Crook

It seems the initiative of Public Spirited Citizens in seeking transparency and open government is the forerunner for more to come, just ask Lying Larry and the powers that be?

It also appears the three suits filed in 2008 are a mere portion of lawsuits now pending against Sevier County. I'm waiting to see a list published on legal matters the county has faced within past three years in the federal and state courts, those settled, litigated and now pending. Waters thought nothing at the time of bringing suit dealing with who would serve as Juvenile Judge when he first took office - inconsistent with his argument in past two years that plaintiffs beinging actions, whether wackos or cancers on society, did so at the expense of the county. This is typical of one bearing the name 'Lying Larry'.

With the nose of a beagle and the skill of Mack the Knife, citizens eventually learn of these deals struck behind closed doors and these business affairs funded by the county coffers, as they do surface in time, though unintended. Seems those empowered to spend - spend and spend or obligate the county - are applying the treatise to businesses gone sour to that of scooping up proeprty in the industrial park as was done in the '80's after the World's Fair left town at Knoxville. Was the vacant property at John L. Marshall Technology Park irresistible, considered an opportunity to pick up a few bucks to the credit of the school system, or, are there other factors now emerging as to the use of this property. Is the dumb look and lack of personal attributes of the Director of School (not enhanced by that ficticious doctorate he holds) mistaken for a genius who is forward looking with his eye on the mark? You tell me.

Word is that the Central Office for the School System is moving..........guess where? Word, also, is the School Bus Garage will relocate - the emergency being - it must be done now despite the economy being what it is, with total disregard to all other matters when it comes to funding schools in Sevier County. Who will now lease the building housing the Central Office for $1. per year??

When will the Board of Commissioners, not parties to these transactions, be called on for their stamp of approval just to add credibility to this deal? Watch for it, as it is sure to happen. This is where the 'transparency comes into the business of the local government', don't you just love it Commissioners?

The art of politics here in Sevier County is the ability to take instruction from the Director of Schools (as that is the business he is in); from the Mayor/Chairman you get instruction as to 'creative' funding and political pointers on how to precariously stake your personal reputation and credibility in a posture so as to survive in the end with personal gain as the outcome. Looks like pure recklessness to me.

Since I last looked at this discussion, it appears that that very ugly post in response to your post has been removed, thanks to whomever is due my thanks!

Just a quick comment to say that someone out there seems to be on that rolling ball and up to snuff as to what is going on, far exceeding me with all my expertise as this was news to me, believe it or not, that my ole Bud Parton had a match under his butt and digging as hard as he could go to get things in proper order. I would say 'the move is on'!

No doubt some of you will concur that he is making a good move, others won't give him the time of day - can't blame you much due to his rough-shod manner of operating, guess he does as well as he knows even though below standard in most views.

Our 'era' will soon pass and will be handed down to those who have the nerve to undertake the mess they will find when we are gone, supposing Jackie's mess is about the same as mine, one that a sensible person wouldn't wish to wade through unless blind folded.

If I can just get these commissioner's seats 'seeded and salted down', being the hottest potato I'm juggling for the moment, I'll feel enriched, even if I have to brag on myself, I'm not timid you know! As I review that recording when re-elected Chairman September 2008 after all those lawlsuits were filed against me, with tremoring voice and humility I managed to brag, brag and then brag about what a fine job I had done for the people, as if they didn't know it and I thought if I overloaded them with praise for myself they might begin to believe it.

Anyway, it's real tough along about now, as I see the news is out that I have shorted the records ordered to be filed relating to my phone contacts with other commissioners between April 1 and June 30, 2008; not only I, but six or seven others are holding out strong hoping some relief will come from some direction. My strength is going fast, as I've been holding on by the skin of my teeth for way too long, it will take more than gorilla glue to keep me all together for the duration of all this pain I'm experiencing so late in life.

Fortitude is something that wasn't bred into me, but it seems I can make up for it in other ways,
I can tell a good believeable lie, under oath and with a straight face, if I try just a little. If anyone can do better, just let them have at it,
I'm getting sick and tired of all this grief. I would search for whatever it is I need if only I knew what that was, as, even a good man doesn't know what it is he doesn't know, and usually doesn't know that he doesn't know!

Jackie learned his craft at the knee of the good old boy system in Gatlinburg. Lyin' Larry, I know the reason you two are fast friends is because you all are sewn from the same cloth with thread from the same spool.

It's odd how the Gatlinburg folk support Jack Parton ~ regardless of his trangressions. But I can see how they did not feel the sting of the 3%'for the children' lodging tax increase in 2007, when the Gatlinburg business community shrugged off the pain felt by the people out in the county.

Then comes the .25 'for the children' sales tax increase. A tiny grumble from the Gatlinburgers, but not much. After all, it was their boy, Jackie's idea.

...too bad "for the children" has only been a campaign slogan and not practiced in reality 'for the children' of Sevier County.

In keeping with the suject of this discussion, it appears those citizens have me by the balls now, from what www.seviercorruption.com has put up on their website. I'd been fearful this would happen, not that the remainder of my phone records would have made a difference had those been included in that summary.

By the time the missing records from about seven of us is added, we will be no more guilty than we already are - when you think about it 550 calls are not much different from 850 - seems we are caught in our tracks and victims of our own doing, now. We'll blame and blame another as long as there is one standing to blame, they made us do other than what the Court has ordered - how do you suppose that will settle with the Judge, especially if I look him straight in the eye and lie?

Ole Phil, Ronnie, Frank did a fair job of holding out, Hurst and Keener stepped right up to the plate, but, the cake goes to Harold, Ray and Ben - not that they should have acted 'as if they were above the law', the outcome is the same.

Harold surely will make the Affidavit the court ordered, Ray needs to correct his Affidavit lest he be charged with perjury; the remainder of the cell records are well overdue, if nothing else comes of it! The web is now woven as we stand on the threshold waiting for the gavel to drop, that is unless we don't trip up before that time.

Ole Hurst & Keener are good water carriers for our little group, who would have ever thought our deeds would be uncovered, not I! I've had my share of an adjourned deposition but I'm wondering how the other boys will stand up under the pressure, especially Curtis, as he is cut from a different mold. He just couldn' stand the pressure of my office, how nice it was that Jackie could take him in at just the right time.

We'll pretend the lines of communication has not been top notch between ourselves and our counsel, we'll blame it on Rhonda this time, she won't care as that's her style of operation. If she can just get that case stayed until the Court of Appeals throws out those two appeals, we'll be on easy street again.

You folks that read all that stuff showing our minute by minute on a daily schedule talk marathon need not get the wrong impression that we were in violation of the Sunshine law, as, I am always thinking of things I need the boys to know, to check up on, report back on and lay the groundwork for, so if I can't do the calling I just get it done. Nothing like having a bunch of team horses or work dogs on the leash, and, as a matter of fact I think they like it too!

Well, by the time I see my statements quoted on another web site, and review all those telephone calls I and others made, among ourselves as we conduct business in Sevier County, it will have given most citizens a chance to see just how wrong I was in my deposition and prior statements in denying violations of Open Meetings Act. Hind sight tells me I should have just told the truth!

I'll need a real stroke of luck to pull this off, it appears. Maybe if I repent, declare that I was confused on May 18th when I gave that deposition, the sentiment will be more in my favor. Trying these issues in the public forum or the press may better serve me, but, ultimately I'll just have to briddle my flapper and give a little more thought to my statements.

Appears I'm in hot watter up to my thigh, to say the least. I'm holding on to the remainder of my cellphone records so long as I can, why, I don't know! Was thinking at the beginning it might be helpful just to not respond fully and truthfully, but I'm having second thoughts as time passes, one doesn't always know the best political move, I usually just wings it at times like this and hopes for the best.

The 'boys' are likely in the same position, misery like company, you know! One cannot always predict the stamina of these Public Spirited Citizens, best as I can tell they are in for the duration, oh well!

I'm whettening up the ole slow-moving brain, now that Thanksgiving is over and I'll start getting lots of sleep for the next ten days in preparation for those darn depositions scheduled December 3.

Here at the end of the year, I wasn't expecting to have to work so hard or dance to a different drummer, but, shows to go how things aren't always in my control, Shucks, though I wasn't prepared for such I'm still young enough to shift in a different direction when necessary.

Each of the boys will have to take care of themself during this time, as I'll be busy; their dependency on me may have become greater than any of us knew, but, such as life as we fall into a habitual way of living even though unintentional.

I'm not sure I owe the public any explanation for what may come down the pike, at least not in advance, for, to even broach the topic it would appear that I am really more confident than I am, this living a lie without second thinking is about to come to an end. Not that it is my choice, it is an absolute necessity, as, to do otherwise will bring my certain political death, not a pleasant thought either.

No one is here to advise me, as Couz Jerry has his hands full at the same time, may turn out to be a case of the blind leading the blind, reckon?

No doubt you'll be getting a report despite my wishes that none knew that I'd ever been sued in the first place, but, the obvious is obvious, even though one can deny reality, the outcome is always what you allow it to be especially when based on poor choices earlier in the past. Don't know why I'm lamenting, as this makes me look quite weak, but, guess the truth is catching up with me and I'll be seen as I really am - will I cry, I think not as I've tried that already and I am only more remorseful and can only focus on the end, how soon that will come I can't predict, but, it will be swift and certain, I hope, as I'm not one to stand much pain, just there's someone out there that even cares.
