It was interesting to see John Turley asking
BOMA for money to finish the entrance to his failed project "Dumplin Creek". When this project was first started, it was to be Walmart and 200 acres of other shops that would fill the tax coffers of our county.
Now with ONLY Walmart on board, he still wants to pour more of our tax dollars down the money pit he started. Perhaps the five local banks who posted the original funds for the project are wanting their $45 million dollars back ASAP, and the pressure on him is growing daily?

why should the citizens of this county spend our tax dollars on a gamble this project will recover any time soon?
All reported facts in the media,on the future of our economy indicated we still have a rough road ahead. With MSNBC reporting on the prospects of malls across the country becoming "Ghost Malls" for lack of customers by the year 2011, why should we shovel more cash into a growing sinkhole in our area. After a recent trip to East Town Mall and observing the 42 closed shops available for rent at the begining of the Holiday season, I do not see the point.
Another point is the recent condo-timeshare project at the bridge to nowhere. Their work pace on the final three building is the same as a snail due to the lack on interest in sales of these units. Most of the workers have been laid off, and even on completion, they may be held off the current market for 1 to 3 years due to the lack of sales of existing units and the lack of banks wanting to offer financing.
BOMA needs to open their eyes and take good look at the present financial condition of our county and not gamble next year will return to business as usual.

FINALLY!Others see the lack of good sense in futher funding of the Kodak White elephant. With our local banks in trouble over the real estate market and all the foreclosures that are stressing them to the limits and $40 plus million hanging on prayer, we should not further fund this project with only Wally world signing on. It sounds in Turleys own words that Walmart is still only a "maybe". This is the same man that has had the Mountain Press printing the idea that Walmart construction is only "90 days down the road" for the past year and a half. Why should we believe him now? Can we not learn from Belles Island and other failures in free fall around the county? Best to fold the cards then gamble any more cash away.

The real 2008 federal budget deficit was $5.1 trillion, not the $455 billion previously reported by the Congressional Budget Office, according to the 2008 Financial Report of the United States Government released by the U.S. Department of Treasury.
The difference between the $455 billion "official" budget deficit numbers and the $5.1 trillion budget deficit based on data reported in the 2008 financial report is that the official budget deficit is calculated on a cash basis, where all tax receipts, including Social Security tax receipts, are used to pay government liabilities as they occur.

The calculations in the 2008 financial report are calculated on a GAAP basis ("Generally Accepted Accounting Practices") that includes year-for-year changes in the net present value of unfunded liabilities in social insurance programs such as Social Security and Medicare. Under cash accounting, the government makes no provision for future Social Security and Medicare benefits in the year in which those benefits accrue.
Economist John Williams, who publishes the website Shadow Government Statistics, told Corsi, "As bad as 2008 was, the $455 billion budget deficit on a cash basis and the $5.1 trillion federal budget deficit on a GAAP accounting basis do not reflect any significant money from the Troubled Asset Relief Program, or TARP, which was approved after the close of the fiscal year."

He continued, "For 2009, the Congressional Budget Office estimated the fiscal year 2009 budget deficit as being $1.2 trillion on a cash basis, and that was before taking into consideration the full costs of the war in Iraq and Afghanistan, before the cost of the Obama nearly $800 billion economic stimulus plan, or the cost of the second $350 billion tranche in TARP funds, as well as all current bailouts being contemplated by the U.S. Treasury and Federal Reserve."

Williams told Corsi the federal government's deficit is hemorrhaging at a pace that threatens the viability of the financial system. He said the 2009 budget deficit will clearly exceed $2 trillion on a cash basis and the full amount must be funded by Treasury borrowing. He noted that it's not likely to happen without the Federal Reserve acting as lender of last resort by buying Treasury debt and monetizing the debt.

Corsi explained, "'Monetizing the debt' is a term used to signify that the U.S. Treasury will ultimately be required to print cash to meet Treasury debt obligations, acting in this capacity only because the Treasury cannot sell the huge amount of debt elsewhere, possibly not even to the Federal Reserve."

So far, the Treasury has been largely dependent upon foreign buyers, principally China and Japan and other major holders of U.S. dollar foreign exchange reserves, including Middle East oil-producing nations purchasing U.S. debt through their financial agents in London.

"The appetite of foreign buyers to purchase continued trillions of U.S. debt has become more questionable as the world has witnessed the rapid deterioration of the U.S. fiscal condition in the current financial crisis," Williams noted.

Corsi wrote, "The sad reality is that the U.S. Treasury has not reserved any funds to cover the future Social Security and Medicare obligations we are incurring today."

Williams said there are no funds held in reserve today for Social Security and Medicare obligations each year. He said it's only a matter of time until the public realizes that the government is truly bankrupt.

I see in todays Mountain Press, Turley is playing the "Hurry before it's too late" card with the Walmart offer. I understand he needs millions for the road into the project, but this does not include the millions needed to run a sewer line to the French Broad sewer plant. Or has the money to pay Blalocks the million or so he still owes for fuel before the project ended.$8.5 million is just the tip of the iceburg he needs to float his boat. Thankfully Mr. Atchley sees the possibility of a worst case popping up in the near future. We spend the money and the tax payback fails and it will be all the citizens that pay for the mistake of BOMA. Can it be they are so blind, when all facts point to this fall in the economy is far from hitting bottom? For the past two months Wall Street has been pointing out the Commercial Real Estate Market is the next big hit on the markets.

My favorite reporter, Johnson, speaks his piece here and I'm in agreement, as he and have have become good buds. I see a huge difference in my supporting our helping build the road into Lisega,
but support is about all that has been done.

Seems like the Kodak area is fertile for development, that '66 coridor' was what the city fathers in Sevierville had their eye on more than thirty years, I knowm I've been here all that time.

Fact is, I like the looks of those gapping holes out there, that sure is a welcome site for those tourist we depend on. I'm thinking in retiring out there where I can keep an eye on that fancy industrial park we planted out there, too, as we need a couple others just like it except I will try to get a sign posted so citizens driving through won't get lost. When this economy gets better I'll see a sign is posted there so there si there will be no confusion between our park and John's project.

Good that Turley was shown in his search for funds on TV, he has become a name not so popular, kinda like me, but that's what happens when you try to help people. Helping people, that's what it's all about!

This "Krystal" fellow is simply showing what a low life he truly is with his crude language. I copied several of his permalinks as examples of unacceptable and crude behavior and forwarded then to Topix with the request he be reviewed for removal. The email I recieved back indicate that this matter is under review for all of his past and future post to be marked for removal.

Folks are a'asking me what's going on with this John Turley, and why, now, does he publicly show his face in 'begging' for some support from the City of Sevierville? Folks, no doubt, have had some questionable thoughts heretofore bordering, almost, on accusations as they speculate why the hell the bridge to no where was ever allowed to be built? Who, actually, built the bridge and why? In attempting to answer these question, most I believe, would speculate or question the source of funding for such bridge and the investment of such huge amount lying there in the ground, so to speak, on a strong expectation, with or without assurance from the powers that be, that such would not fail totally and in the end turned out to be worth the gamble? Questions, questions, question.

Some so serious that whether or not the mafia was the backing source of funds put down; who else, other than a similar or comparable group, would back the front man, i.e. Turley, Caulkin and others when you considered the changes in the area over this time period? Is this a foolish thought, or does it hold water? Being in the position I am, hard for me to even discuss it, but, no doubt
the questions are out there waiting for answers.

Who, specifically backed the Turkey Creek Project?

Why, if the capability of funding and erection of such a project at Dumplin Creek was so great, does Turley now come begging and why, for a moment, would anyone respond under all the circumstances of what is known and the speculation about what is unknown?

Why doesn't someone do indepth investigative reporting on this situation and the effects of all this recent development and indebtedness have on the county at its taxpayers? Why, why, why???

Thinking back to when Mayor Atchley first took his perch which he has not held, too long like myself, I'm thinking the beginning of the bridge erection came soon after he went into office.

Was it there six or seven years standing out like a white elephant in the desert while much speculation went down and real estate purchases were made on the Gist Creek end of the bridge with high hope of some profitable investments would develop. Appeals that some threw in the towel, facing such a long wait until the city fathers and our sister corporation (on behalf of Sevierville)- operating as our county corporation, BPA, got their rears in gear and brought this project out of the ground. Some ran coming and some coming while running as they suited up to serve on this Board, facing some bad publicity regarding the expected investment into the monstrous sign at the entrance to the City's Parking Garade and Convention Center which appears to have been a 'gift' to those heading up their personal and private projects.

Now, where we they stand - a sight for sore eyes at the front, which makes the City's (municipally owned) operation look like Ned in the First Reader, taking second place to THOSE, whomever they are.

Personally, I wouldn't bet on the outcome and success of this project, glad at least on the surface, that I'm not involved and can turn my butt in another direction.

I'll have to hustle until the end of my term if I get all done that I've moved into place. We managed to force, again, the issue of the commissioner seats in each District, but we couldn't have accomplished this had we abided strictly by the law and not violated Open Meetings provision, the need to know by the public in observing discussion and public debate just took back seat to what it took to make this happen.

Hope those public spirited citizens don't take up this issue, now; as, I've got my hands full in seeing my office faxes the remainder of cell phone records ordered for their use in hanging me if they can. I hear with 60% already in hand, more than 550 personal contacts by cell lines have been identified and put in place in support of their argument before the Court. Looks like we'll be forced to produce the remainder, plus other records that are missing. Guess what they don't know won't hurt them, but, who am I to override the Judge here, what will be will be, I'll just take it a day at a time and see what happens.

Our attorney will be standing up for us, defending our indisgressions against Sylvia Cate where we infringed upon her in 2004 as to her access to her property near Smith-Thomas, that barren-looking development, erected as a tribute to our county father some few years ago. We sure keep Ms. Bradshaw busy handling our affairs, but, that's what we're paying our insurance carrier to do for us, sure, we are getting out monies' worth one case at a time.

I was depending on our Dear Allen Newton and Mayor Atchley to bring this project out of the ground, somehow, someway!
You have heard, of course as the word has been put out there for you to hear, that we are looking for more land for industrial use, and it has been hinted that some acerage further South but abutting Turley's project might be up for consideration. Convenient ain't it!?
Guess this may put the damper on our slow moving efforts, Quick Draw Newton just seems to have dropped the ball, that is, if this is not a rumor about Wal-Mart taking another view!
Seems the best I do I still fall short, rectum that's just my luck these days since I've been sidetracked with other things. With therapy, and all those other things taking my time and energy,
I ain't what I used to be, at least not to the public but just to a few, they'll accept me no matter how short I fall, even if on my face.
After all, what are friends for?
If we can just find a deal like the Smith-Thomas Technology Park which we could pay over (another) period of ten years at the tune of $145,000 -$155,000 per year - say, 50 - 85 acres, though going for a higher price than the 65, of course - I'll be taking that before our Steering Committee for those recommendations they are good at making before the Commission. No doubt about it these guys and gal do the job that I cut out for them, can't complain here or now.
Seems there's more information on this forum than
coming out of the local politicos or Stan's rag these days, I know where my attention will be directed during the holidays when things are a little slower pace; then, I'll hit it, up and running after the first of the year. After all, I do need to make that decision about running just one more term, at least I need to retire in office, if possible - not to mention Uncle Jack, he'll be going home soon, probably. My step-dad, too, will soon call it to a halt, that being my goal - I'll need to stick around until all are safely home and comfortably in bed or the wheelchair!
