State continues with aggressive waste tire cleanup

The common word used is "removal". The reality is the the tires have been incinerated, or , "removed" to the atmosphere, which is not recycling. Tire polymer is a high grade and very resilient polymer and should be reused in engineering applications. The true amount of recycled tire material is quite low. Burning tires is a joyous event for cement kilns and electrical utilities as they get free energy at the taxpayers expense. They do not provide the true kiln conditions to guarantee complete combustion.(costs more). Producing a high grade polymer and then burning it is one of the reasons why aliens refuse to communicate with us.
