This phrase here says it all:
"County supervisors say they're qualified to hear appeals because they have an entire Planning Department to assist them with technical issues."

That's ridiculous! The reason for appeal is the inability of the Planning Dept to understand the technical issue in the first place!

That's why you need an independent and qualified appeal board.

there is a lot of cronyism and corruption in santa cruz city and county government. many of the government is in bed with business not citizens. this why an independent board is needed. someone who cares about the "citizen's" interest not business's. like how certain SC city code department people are doing the bidding of local property management company "The John Stewart Company". SC city code officials will sign off illegal plans and ignore lethal renter's problems because of their liaison with this company.

this hurts SC citizens!

It is somewhat humorous that the unqualified BOS claims that the BAFCAB and those that supported the BAFCAB didn't want to follow code...when it was the qualified (and state licensed) BAFCAB's responsibility to point out, which they did, that the county was not following state code.

But my impression is that the BOS is attempting to marginalize, and spin, a cynical decision to use a questionable loophole, to appoint themselves as the BAFCAB.

But spin as they may, I believe it is hard for any honest member of the public to actually believe that a unqualified County Board of Supervisors is better to hear state building code appeals rather than a independent and qualified appeals board made up of state licensed individuals.

I am not accusing the BOS of being Tammany Hall...but what is the motivation for disbanding a qualified appeals board and then seating themselves?

It certainly has the smell of preserving power versus serving the public good.

i hear code inspectors and planners in some cities take gifts from real estate special interests. when there is no transparency and oversight in government, corruption is the result.

Does anyone in the Planning Department have a state license? Maybe a Contractors license or an Architects license? How about the Board of Supervisors? Anyone?

I have not ever had that experience...but I have seen political favoritism that may benefit donors.

And it is hard to guess people's motivations. Lacking a truthful/accurate statement, from the BOS, about what actually happened to the qualified BAFCAB(and this observation is consistent with the opinion of the large majority of the professional community), one can only guess.

But I largely suspect it was done to protect certain members of staff and possibly the BOS itself from being exposed to a certain amount of unwelcome public scrutiny.

I have been a resident of Elizabeth Oaks apartments for six long depressing years!. For this entire time us residents have experienced ongoing daily issue with management and John Stewart co.over having hot water in order to shower,wash,clean,or even brush our teeth or wash our hands! Our basic daily right has been ignored. We have been told for years that "We are working on it" This is the reason you are without hot water","We are working on bids"These are just a few of the excuses we have been told. Why not relocate? most residents are elderly and with apartments a rarity here in Santa Cruz we feel helpless. I and "we" have written letters,signed petitions with 90 percent signing, only to be shot down from high levels to include John Stewart Co.,HUD, even senior legal services refuse to help. John Stewart Co. has had and still does to this very day dozens of complaints from properties they manage all over to include Oakland, San Diego Santa Cruz, to mention a few. I am left to question, Does anyone out there care that basic human rights are being violated? If not, this is a sad,sad world we live in.

The county code enforcement is as corrupt as can be. They trespass, illegally threaten and walk all over land owners. It's all about money. They will extort you and you have no recourse. What a bunch of hypocritical A@#holes! FU Fitzpatrick
