Why is this ALWAYS happening here?

How come people can't stay off the tracks and find a better way of dealing with life instead of this insanity? EVERY other day it's almost as if someone is being run over by a train in South San Francisco. They put up barriers to keep people form jumping off the Golden Gate Bridge. What now? Do we have to spend money for extended barriers to keep people off the train tracks?
