The pay raise that wasn't, then was again

State Sen. Jeff Denham loves to advertise the fact that he's California's lowest-paid senator.
But, according to the Sacramento Bee's Capitol Alert, Denham is apparently declining his pay raises, making hay about it in the press, then sending letters to the state controller to activate the raises.
The Capitol Alert ran the story of this cynical gambit Friday.
According to the story, Denham, R-Merced, was one of 21 lawmakers who turned down a $3,110-per-year raise that went into effect in December.
"But less than a month after declining the pay hike, the Atwater Republican sent a second letter to the state controller accepting a similar-sized raise granted 18 months earlier."
Denham was living in Salinas when he first got elected to the Senate and represents the Salinas Valley in the statehouse. He moved to the Central Valley soon after the election.
"He gets the best of both worlds," Robert Stern, president of the government-watchdog Center for Governmental Studies, told the Bee. "He's getting the good press and most of the pay."
Denham has collected less than his full salary every year since he was elected in 2002, but in each of the past two years he has, within a month, turned down one raise while accepting another.
Denham told the Bee he looks at "each of the different raises as different raises" and that his salary is now "the raise that I was elected to" in 2006.
His salary is now $113,098 a year, according to the Bee, below $116,208 most of his colleagues earn.
