the Lumbee tribal government prepares to celebrate 10 years of existence, many of the same tribal activists who fought for years to create the independent governing body now question whether it has lived up to its promise.
Nine tribal elections have been held since the pomp and circumstance of that winter day in 2001.
But the tribal government also has faced controversy and criticism. Council meetings have been disrupted by protest, a federal investigation of tribal programs has exposed waste and mismanagement, and accusations by former tribe employees have raised concerns about transparency and nepotism.

In an informal poll conducted by The Fayetteville Observer last month, 14 of 20 randomly selected tribal members - all Robeson County residents - said they have developed a fundamental distrust of the Lumbee government.

"Everyone knows they just take care of their own over there," Maxton resident Bruce Hunt said. "Everyone I know feels that way."

Dissatisfaction with the government reached fever pitch last year after select members of the Tribal Council and then-Chairman Jimmy Goins entered the tribe into a lobbying contract with a gaming consultant based in Nevada.

The apparent reversal of the tribe's stance against gambling and the secret nature of the contract ."That's a very painful discussion," said Locklear, whose own relationship with the tribal government has crumbled over the gaming controversy in the past year. "A lot of us worked very hard, put a lot of blood and tears into that tribal constitution. And I have to say, up to this point, it has been a disappointment."

Recognition for individualsThe United States census allows citizens to check any ethnicity without requirements of validation. Thus, the census allows individuals to self-identify as Indian, merely by checking the racial category, "Native American/Alaska Native," [21]. In 1990, about 1.8 million people self-identified in the census as American Indian. About 60 percent of those, or 1.14 million people, are enrolled in federally recognized tribes.[22]

People who self-identify as Indian but are not a part of a federally recognized group often wish to join a recognized tribe. Holly Reckord, an anthropologist who heads the BIA Branch of Acknowledgment and Recognition, discusses the most common outcome for those who seek membership: "We check and find that they haven't a trace of Indian ancestry, yet they are still totally convinced that they are Indians. Even if you have a trace of Indian blood, why do you want to select that for your identity, and not your Irish or Italian? It's not clear why, but at this point in time, a lot of people want to be Indian."[23] Sometimes such persons are called "Wantabes", searching their family history and attempting to find records of Native Americans in their family history, often by matching names with persons on Indian census records, such as the Dawes Rolls. Most in this situation are not successful, and can be called "Outalucks".[citatio n needed]

Recently, federally recognized tribes have seen the number of enrolled members increase. In some cases this has been because of a revival of interest in Native American heritage and culture. The number of people who self-identify as Indians has been growing even more rapidly.[24] Hastings Shade, the Cherokee Nation's deputy chief, talks of a Cherokee legend of a white snake that devours Indian land and people. Many generations later, a young Indian learns its ways and drives a stake through its heart. "In the end," the legend concludes, "only Indian blood will be left, and people will be lining up to try to prove they have Indian blood."[

some lumbee even claim tuscorora ancestry and they reject the lumbee name.lumbee claim to have been living in the area prior to colonial records but then colonial deed records show lumbee ancestors migrating and coming into north carolina in the same manner as any other colonist along the same route and getting land deeds in the same manners. and also just having an indian ancestor does not maintain a tribal continuaty of customs and traditions which is what true tribes have and is a prime justification to exist as a tribe otherwise you just have a bunch of individuals which is what lumbee culture club is.even the idea is new as lumbee being called a tribe they were created in 1957.(hey thats not aboriginal )

a Black reader write in response to this forum"

Can DNA Solve "The Lumbee Problem"?

How does a group of people who have Claim American Indian ancestry but no records of treaties, reservations, Native language, or peculiarly "Indian" customs come to be accepted--socially and legally--as Indians?
Suppose Scots-Irish settlers in North Carolina in the early eighteenth century Indeed, this seems to be the history of the Lumbee of North Carolina. But who are they really? Are they Indians? What is their origin?

A prominent theory is that the Lumbees are descendants of Native Americans and survivors of the Lost Colony of North Carolina.

In the early 1700's, Scots-Irish settlers came It is said that in the early censuses, these people were enumerated as "mulattoes" or"free Negroes."The people themselves claimed to be Indians. They waged a legal and political struggle in t he nineteenth century for recognition as Indians.

The federal government never has recognized the Lumbee as tribal Indians. In the late 1800's, the state of North Carolina recognized them as the Croatan Indians then Cherokee and sioun upon Lumbee request."not satisfactory to the people so designated and in the 1950's, the name was changed to Lumbee.

The truth of the origins and identity of the Lumbee has been complicated by a number of political and sociological problems.Among these problems would be the fact that there were black people in the area where the Lumbees were found and it may be difficult to tease out which of the mulattoes" "free Negroes" were Indian and which were of African descent. There are several distinct surnames that occur among the Lumbee. These include Oxendine, Chavis, Locklear, Dial, Lowry, and Brayboy, among others. Some of these surnames occur with high frequency among Africian-Americans.Brayboy, for instance, is one of the surnames in many black family tree

think everyone should get dna done
too bad mom who was Sicilian and Scot Irish isn't alive to know this cause she taught me about the great Native American chiefs and greatly admired them
I am certain the blood is from maternal side since the scot-irish ancestry dates from 17th century Va and Carolina and the so called "white blue blood line" is missing a few female spouses names (entrance of red blood line I think, no pun intended)--any marriage records centralized/kept of these unions i.e. particularly about 1830
thanks and by the way what percentage of dna is needed to be Lumbee?
a new Lumbee
There is no such things as "lumbee" DNA. There There was never a tribe, prior to colonozation called the "Lumbees." There are DNA markers but no Apache, Cherokee etc DNA. The Lumbee tribe keeps rolls. If you have a family member who appears on the roll, you usually can register. Heathr Locklear is supposedly a Lumbee, she have very little Native American ancestry.

First of all, Lumbees ARE recognized by the US government, says the Lumbee Act of 1956. They are identified as genuine native Americans. They just don't get benefits. Second, the lumbees are nothing more than victims of genocide and assimilation.
The lumbees are a mix of other tribes, white, and black. They did what they had to to survive, which meant learning english and assimilating quickly. Whats impressive is that they never forgot their roots. They never forgot that they are truly native americans. Just because they lost their language and culture due to ruthless genocide doesn't make them any less indian. This whole fiasco is about Cherokee, NC not wanting the lumbees to have a piece of their pie.
The Cherokee's have a language, tradition and culture prior to colonozation. The Lumbee's cannot produce any evidence of being an authentic tribe. Secondly, one of the main reasons there is a lot of contension amoung Natives is that in the bill that was introduced, Lumbee's, upon people enrolling, they want to bypass the IBA in proving Native Ancestry. They want this to not be a requirment. Although, Natives, fullblooded ones need to prove they descend from a tribe. 59,000 members and tax dollars? Yes, this claim needs to be proven. There are other tribes that become federally recognized, very little problems.

If you were really Natives, honestly, you would not need to prove it. This is like having a Chinese person prove they are Asian.

very True Chipoltespice the Lumbee are a Political invention by a senator mcmillan during reconstruction to separate full blooded blacks from mixed blacks for a political advantage, the Lumbee have no language or culture and DNA has shown no indian markers and there is NO such thing as Lumbee indian marker in Dna,the Lumbee have european and african markers only so if you have Lumbee Dna then you have african and european markers in common with people self-identified as Lumbee only that is your common denominater.H,L3,R haplo. The Lumbee took on an native identity because of shame and confusion.all colonial records list specifically "no indians in robeson county only african males and white females that mixed together" there is no mention of a large indian presence until after the civil war when all mulattos started to self identify in the census as indian

so that is how the Lumbee/croatan legend was born out of ignorance and mis-information and the lumbee name invented in 1957 by political lobbying of politicians only and were denied benefits because thay had no real proof of indian ancestry and keep the BIA from verifying any indian ancestry in the Bill 27,very strange the main goal is a CASINO here and money not heritage preservation the lumbee have none to preserve.

yes the Lumbee are an invention by Lobbying of politicians for votes and casino gaming only they have no culture or language but originally thought to be the Croatan lost colony this theory no longer valid and test done on lumbee no longer valid to prove indian identity,Dna shows no significant Indian dna among Lumbees mostly euro and african dna in test and this matches the historical records of free african males and white females done by Dr.Heinegg and demarce prominent genealogist that traced Lumbee familys to to free african males and white females in colonial virginia the Lumbee ancestors are not aboriginal from robeson county they migrated there the same as any other colonist.

Since so many free African Americans were light skinned, approximately 570 families in Virginia and the Carolinas were proven to descend from a white slave owner.
Like most free African American families who had been free since the colonial period, they claimed Indian ancestry.
By 1790 free African Americans were concentrated on the Eastern Shore of Virginia, the counties below the James River, and the northeastern part of North Carolina. This was a pattern of settlement similar to that of newly freed white servants. Land was available in Southside Virginia and in the northeastern part of North Carolina at prices former servants could afford
In 1782 Virginia relaxed its restrictions on manumission, but the descendants of families which had been free during the colonial period continued to comprise a major part of the free African American population due to natural increase. In 1810 the Going/Gowen family, free since the mid-seventeenth century, headed forty "other free" households with 105 persons in Virginia, sixty-two persons in North Carolina, eleven in South Carolina, The Chavis family, free since the seventeenth century, headed forty-one households containing forty-six persons in Virginia, 159 in North Carolina, and twelve in South Carolina
The family histories of over 80 percent of the heads of families counted as "all other free persons" in the 1790-1810 federal censuses for North Carolina indicate that they were descendants of African Americans who were free in Virginia during the colonial period.
Free African American immigrants were of sufficient number in 1723 that the North Carolina general assembly received complaints "of great Numbers of free Negroes, Mulattoes,
While some North Carolina residents were complaining about the immigration of free African Americans, their white neighbors in Granville, Halifax, Bertie, Craven, Granville, Robeson, described their "Free Negro & Mulatto" neighbors as "persons of Probity & good Demeanor .
During the colonial and early national periods at least one member of most African American families in North Carolina owned land.
By 1790 free African Americans represented 1.7 percent of the free population of North Carolina, concentrated in the counties of Northampton, Halifax, Bertie, Craven, Granville, Robeson population. In these counties most African American families were landowners The Bunch, Chavis, and Gibson families owned slaves and acquired over a thousand acres of land on both sides of the Roanoke River in present-day Northampton and Halifax counties, and the Chavis and Gowen families acquired over a thousand acres in Granville County. William Chavis, a "Negro" listed in the 1754 muster roll of Colonel William Eaton’s Granville County Regiment, owned over a thousand acres of land,
Some of the lighter-skinned descendants of these families formed their own distinct isolated communities that have been the subject of anthropological research. Those in Robeson County, North Carolina, are called "Lumbee Indians"; in Halifax and Warren counties: "Haliwa-Saponi"; in South Carolina: "Brass Ankles" and "Turks"; in Tennessee and Kentucky: "Melungeons" and "Portuguese" Several fantastic theories on their origin have been suggested. One is that they were from Raleigh's lost colony at Roanoke and another that they were an amalgamation of the Siouan-speaking tribes in North and South Carolina. However, the "people of color" in these areas were distinguished from nearby white communities because of a single, common characteristic: their African American ancestry.

The Lumbee are not a true tribe. It is a way to receive Federal funds. They have never been recognized by any other tribe before. The Lumbees were outcast from other tribes, they were not full blooded tribesmen (male or female). If DNA samples were taken from any one of them, it would contain more DNA from other races or tribes. i know of some that have a Hispanic, Caucasion and/or Black parent, which disputes any tribal membership, yet they have a Lumbee card. At one point in time the history of North Carolina stated that the Lumbee were mixed breed indians, other tribes blended as well as European blended. Some even had blue eyes, not a tribal trait. it would be a shame if a tribe with every kind of race mixed in were to be recognized as a true tribe.
Thank you for your time,
A lifelong Robeson County resident of North Carolina

the Bureau of Indian Affairs established a regulatory process for recognizing tribes. The current process for federal recognition, requiring the petitioning tribe to satisfy seven mandatory criteria, including historical and continuous American Indian identity in a distinct community. Each of the criteria demands exceptional anthropological, historical, and genealogical research and presentation of evidence.
The Lumbee are not allowed at this time to pettetion the BIA because they cannot satisfy the 7 requirements and the current lumbee Bill prohibits the BIA from verifying that the Lumbee members actually descend from native americans and that the enrolled members are actually Indians. Why would any real tribe want to prohibit the BIA from verifying members are indeed indian! This would keep fraud and false claims off roll and keep the tribe more honest from inflating its membership to receive more funds.

The Lumbees want all the benefits without the BIA being able to verify that the enrolled members actually are Indian in section C below of their Lumbee bill 27 keeps the secretary of the interior from verifying actual indian ancestry of Lumbee members ,very suspicious.! limiting enrollment to criteria set forth by the lumbee tribe not the 7 criteria because not one Lumbee would pass it they are all fake non-indians, actually just mulatto (black/white)light skin blacks.

It states"

(c) For purposes of the delivery of Federal services, the tribal

roll in effect on the date of the enactment of this section shall,

subject to verification by the Secretary of the Interior, define the

service population of the Tribe. The Secretary's verification shall be

limited to confirming compliance with the membership criteria set out

in the Tribe's constitution adopted on November 16, 2001, which

verification shall be completed within 2 years after the date of the

enactment of this section

lumbees from lumberton which means lumber town because the town has a ton of trees its a made up name for a made up tribe and it would be funny if we weren't spending so much as a country to fund the racist delusions of one group of people and

Yes these people are racist against being black or mulatto or creole or because they want so badly not to be of african descent and only in this current society could our country be tricked into losing hold of their common sense let me give you an exammple it would be like jackie chan pretending to be swedish or wesley snipes pretending to be korean and in spite of their very own dna tests proving that what we see is accurate they want to force you not to even beieve your own eyes.wishing is not reality.

I am a Black "Lumbee"

As I am Black and from Lumberton, NC who is light-skinned, I like to call myself a Black Lumbee just to annoy our resident fake Native American citizens. What is a Lumbee? A person living in or from Lumberton. It has nothing to do with Native Americans. Saying you are a Lumbee is no different than referring to yourself as a Lumbertonian. That a slick bunch of families got together and fooled the governmentby political lobbying in to believing that they are Native Americans is just so funny. For one if you need to prove that you are something because no one believes you then well I think that speaks for itself.
