Richmond sex offender charged with loitering

This man has been seen at more than one of Richmond's parks, driving up & down streets with neighborhoods full of children with his bait ( his dog). Yet he is only getting one charge of this?? These people aren't to be within 500 ft of a park yet some live next to them & our schools.. don't they have rules & laws they are suppose to live by or is it that criminals get away with more than law abiding citizens.

If you know this, why did you not go to the police? He is only being charged with this because only the mother and minor were able to identify him. If you can identify him in a line up and can give specifics, date, time etc. I would suggest contacting Det. Scott Bagley and making a statement. I'm sure he would welcome the info.

Let us see what our new prosecutor does. Will she hold a felony jury trial and send this guy to prison or will she let him plea bargain and get off with a lighter sentence? If she let's him plea bargain she will be putting the safety of Ray County and it's citizens in grave danger.
She promised us in her campaign that those kinds of things would not happen if she were elected prosecutor. Remember, in her words - she can do better and she will do better!

Dumb leory.. he is a registered sex offender so he has already been proven guilty once. This is America you are guilty till proven innocent other wise why would you be arrested, thrown in jail to wait for court to prove that you're innocent ?? I have spoken to a officer when this was first in the news. I'm guessing my information was just not needed. I'm sure if asked half the kids in Richmond could pick this guy out. I have absolutely no use for any sex offenders. They all should be gathered up and put on a deserted island!

Mother.. I can't give certain times I've seen him since I live across the street from a park that many have seen him just driving through for no reason.. and if you look him up on the sex offender registry he owns more than one vehicle. With the number of them out there we would have to place their pictures up at all the places they are not suppose to be around in order to make sure people are not where they are suppose to be.

Liar. His last offense was over 10 years ago. Hasn't been one incident of hurting ANYONE since then.

You don't know the first thing about this person and you are making up stories to scare everyone.

He has been compliant with the registry until now. I wonder if you are the same busy-body who confronted him when he got home on that fateful day. That wasn't mentioned in the paper.

This man is innocent (of this charge) until proven guilty. His whole family is suffering because of this, I hope you keep that in mind when you run your mouth. This doesn't just affect him.

He has not been convicted of this newest charge. I think you should be put on a desert island. Anyone who has that hang them and ask questions later is not a good citizen.

I also dare you to gather those kids up for the police to interview. Seeing him riding around town does not mean he was looking to hurt someone.

Even sex offenders need to shop for groceries, get their cars tuned-up, and yes, even take their dog with them when they run errands.

Rot in hell.

Why don't you describe what he DID get convicted of? Why don't you talk about who he DID hurt? His family is suffering from what HE did, not what the rest of us do to protect our kids from him. HE chose to commit an offense so unacceptable in society that he will never be trusted again. Don't put that on the rest of us, we are only looking out for our own families. Too bad Missouri doesn't have a law like Florida that doesn't allow an offender to live within a couple of thousand yards of any school, park, daycare, family with children, or any other place kids might be!

I know what he was convicted of, and I am not telling. I will say this, there was no molestation, fondling, sodomy, or rape involved. Do you realize that someone could expose themselves to anyone and be on that offender list? This crap has gone too far.

He has been living in that community (Richmond) for a long time, he gets one complaint that he was in or near a park. Yet you still think he should be banished?

If you start making stuff up (inflating what actually happened), then YOU are hurting his family. If you decide to put up signs, I will take them down.

You need to stay the hell out of it and let the law take care of it.

Since you mentioned Florida and their disastrous policies (which they are, you can have someone read it to you), I think that maybe you should move there.

Are you serious? Anyone can expose themselves and be on the offender list? Well I would certainly hope so? Are you saying it is ok to expose yourself to people and especially kids? And it was more than one instance of being in areas he was not supposed to. Do you honestly think that law enforcement would worry if it were ONE trip through town to run errands? Do you have to drive through the park to get to the store? Why don't you wake up? I am not saying condemn anyone until it has been proven, but from what I hear, it wasn't one instance. I am sorry for his family, which evidently you are, but truth is truth. It was more than one instance of being places he KNOWS he isn't supposed to be.
