who is in charge El Paso, TX	Reply » \| Report Abuse \| Judge it! \| #4 Jan 25, 2011 Judged: 1 who the heck is making these dumb and dangerous decisions that place a high risk dangerous sex offender in a place where he has the opportunity to escape. I sure hope heads roll and more intelligent and responsible people put in charge.
