There are laws for dogs in pender county about going into other peoples yard. Why is their not any for cats they are just as bad as a dog. People need to control their cats just like people have to control their dogs. There needs to be some kind of law for cats.

I don't care about what laws they have about animals not wandering on other persons property, I personally would NEVER harm anyones pets, a stray or even a wild animal. It has been proven that people who kill small animals may kill humans. Think about it people. I definitely don't want this person as my neighbor. Good thing it was not my cats......what next? will he kill children who wander on his property just becasue they scare his chickens...!!!!!!

Outside cats are harder to control than dogs for one. But it is a senseless act of murder to trap and break the necks of someone's pets. I think there should be laws against the murder of animals. I think the murderer should serve jail time, be fined and listed as a 'pet murdered' so everyone will have access to his location just like predators...!!!

Until every dog is tied or penned my cats will have the ability to flee. A tied or penned cat is a sitting duck. I've had my cats penned and the neighbors dogs dug at the bottom of the fence and bloodied its/their mouth(s) trying to get through the fence after the cat.

Sub human trash who needlessly kill innocent animals need jail time big time. I hope this deranged murderer will be prosecuted in hightest degree for the crimes.

well, cats can be very problematic. I don't know the background, but killing them does SEEM cruel.
However, there's vicious cats out there too. There's cat with no rabies vaccinations, no collars, no Feline Leukemia shots. We had a cat who would come up to our front door, and tried to attack our own cat, who is a sweet cat. Luckily, our cat stood up for itself, and the cat never came back. It got its butt kicked by our cat.
But, if cats are always roaming wild, you never know. Many cats are mellow, and harmless. But others are not. Also we have people near us, whose cats come and walk all over our vehicle, scratching the paint, leaving footprints all over the window.
It gets so bad at times, we cannot see out the window to drive, even when we use the windshield wiper.
I don't know the situation here, whether the cats were driving the neighbor wild, and he tried to talk to the cat's owners and got nowhere, or if he just did this maliciously.
There's stuff you can get at places like Lowe's and so on, which you can put out in your yard, to deter cats. It's only about $20 a bottle.
I don't like to see domestic animals get hurt. Maybe they do need to pass some kind of laws concerning cats, if they cause a nuisance, or damage to property.
Killing them sounds pretty extreme to me though. Even kittens have been found, who have rabies, and infected humans though. Many cats don't wear collars either.
But.. speaking of killing, we had a dog get killed by pitbulls up in the mountains lately by 2 pitbulls. The dog owner had to pay $2200 in vet fees, trying to save its dog's life, but it perished.
No one seems too concerned about that dog, though in the area.
Sounds like they really need to revamp and change many of the pet laws here. If a dog attacks & kills a human or another dog, deem it a vicious dog, and have that dog put to sleep if attacks a person. Or another dog, if it's been known to roam repeatedly.
Like this ridiculous anti-chain law. Well, we had our pet attacked by a little dog who merely jumped over a 3 foot fence and started to maul our pet! Chains are often the only means you have to keep a dog contained. Know dogs too, who can easily dig under a fence and escape a fence too! Dogs are smart animals.
I do believe, with the laws in place that give people the right to feed wild animals in the state of North Carolina, and the fact you've got plenty of dangerous wild animals such as bears & deer running around now, you need to ABOLISH this anti-chain law right away. They insist you now must WALK your dog outside, even if there's bears in the area! How dangerous that is, to humans, especially if the bear has its cubs with it.
There's also many towns, which insist, and this makes sense, you not fire off any type of firearm in your city, or be hit with a huge fine in the thousands!
That's putting many people's lives at risk. A bear can easily jump over a fence too. Hey, they climb trees. At least the dog, might have some chance of chewing its way off a leash if a bear came into your yard. Don't expect a dog to jump a 5 foot fence though. They are not horses, they're dogs.
Abolish the anti-chain law, now, before someone gets killed. Stop letting vicious dogs attack other pets & humans and get returned to their owners and STOP allowing folks to feed wild animals like bear & deer. Many states have these type of laws.
What, are we in the dark ages here? NC, get with the program.
