VDOT to increase speed limit on parts of Route 58

The faster we go, the more fuel we burn. I thought federal gov't gave incentives for abiding to lower speed limits for the sake of conservation efforts. I thought the feds gave state less monies, if they failed to abide to lower speed limits. Did the policy change? We will soon see more motorcycles and scooters...when will it start hurting enough to cause serious changes? why are many school buses almost empty of students and parking lots get larger at our schools. We don't teach public transportation, so we don't have much of it.
