Kentucky is apparently leaving many children behind - more than one of every two - when it comes to meeting academic goals required by No Child Left Behind goal mandates.

NCLB guidelines are stupid. There should be a place to code IMPROVING. I know a district that has gone DOWN in every category over the last three years and they still qualify as successful for having met all NCLB standards. Schools who are improving should not be labeled as FAILURES and have their name smeared all over the press.
