This is odd, almost says to me that veterans are sorta excused of their crimes and non-veterans are criminals through and through.
Not being critical, just don't understand it.

My best guess these aren't vets selling drugs or stealing cars, etc.
Most of the crimes are violence due to post-traumatic stress disorder, its not being excused or pardoned, they are just not your typical criminal. During and after their serving time for the crime they are receiving counseling and help so when released the hoipe is they can go on and lead a normal life.
Post-traumatic stress disorder has occurred with veterans from all wars. Hats off to the local law enforcement for putting this in place.

Wow, this is all news to me. I was never around the military so I am clueless about it all.
