It's one of the perks! Municipal employees work hard for their towns. You get much more from the employees then you give back. We're not talking about a poor town. If you think about it offering coffee probably saves time, the employees don't have to leave to go and get coffee elsewhere, in the spirit of time is money, you save money in the long run.

$200 for employees to drink coffee in a year? Isn't that rather inexpensive, anyway? And it is ridiculous to imply that they are not deserving of it. What next, saying they don't deserve water during working hours?
