WELL A NUMBER OF REASONS IT COULD BE FAILING, WHY FUND A PROGRAM OPERATION BE A AGENCY THAT IS IN THE BUSINESS TO PUT CHILDREN IN FOSTER CARE SIMPLY FOR THE FEDERAL BONUSES. WHICH IN TURN CAUSES THE DEPARTMENT FIND MORE SINISTER WAY TO TAKE THE CHILDREN, FROM THEIR FAMILY EVEN IF THE IS NO ABUSE WHAT SO EVER, THAT IS ALSO PROBABLY WHY MORGAN COUNTY HAS SO MANY HOMES UNDER FORECLOSURE. BECAUSE MORGAN COUNTY DEPARTMENT OF HUMAN SERVICES STEALS CHILDREN.
