can you please report on whether or not the inspection found that the program that mr. mckenna was implementing was a valid program?

Juanita, that was beyond the special prosecutor's scope. But a previous report noted the new program was slow to ramp up and that its mission was very similar to an already existing program. Hope that answers your question.
