Gas Producer Fights Morgantown Anti-Fracking Law
Northeast Natural Energy, the company developing two Marcellus shale gas wells just outside Morgantown city limits, claims it is entitled to tens of millions of dollars in compensation if the city's anti-fracking ordinance survives its legal challenge.

They should fight it. There is no logical way the city can enforce anything outside of its jurisdiction. The affected parties have no representation in city government.
Go to the county, petition the state, take it to court but do not overstep the bounds of the city limits. Next thing you know, Ohio will try to impose its will on parties in West Virginia if they disagree with something.
