After Japan's mega-earthquake, the island of Maui in the State of Hawaii was under a Tsunami warning like most of the Pacific Rim during the evening of March 10 and early into the morning of March 11.

Please tell me that the Maui government didn't really count on a consumer cell phone network to be a valid form of communication during a disaster!? Everyone knows the cell network is overwhelmed during a disaster. During the power failure from the 2006 quake, my cell phone stopped working about an hour when the cell site ran out of power.
There's a reason why emergency services use walkie talkie systems.
