"Finally, after one of the wettest winters on record, Governor Jerry Brown announced in April that the drought had ended. But situation remains grim, says Rios, 80, who lives in rural Madera County in California’s San Joaquin Valley. She thought she was being hooked up to the city of Madera’s water system. Now, the emergency money for such projects has dried up."

Yeah what a bunch of crap, once the aquifer is drawn down and the land around it subsides, there will never be a full recovery of the ground water supply even during wet weather conditions. California in particular has about 1100 miles of coastline that could be tapped to export sea water inland to holding reservoirs that could be used to extract potable water from sea water. Instead of spending billions on a silly fast rail system, spend these billions on desalination and storage facilities throughout California.
