Its not body armor, its tactical gear. They use this to carry their things when it is not your typical duty clothing. Find another hobby instead of being negative all the time.

Well because when we are on the job we need bandages. I'm pretty sure you'd be upset if I showed up without them. But I'm pretty sure you don't need body armor for pulling a body out of the water.

Molle tactical gear hold ballistic plates, which is known as body armor. And you can see from the officer facing the camera, that he isn't carrying anything great beyond a radio. Ballistic plates and kevlar are heavy. If the officer slipped and went in the water it would be more weight to pull him down. It only takes about 15 extra pounds on a human body to pull them under the water. A ballistic vest weighs more than 15 pounds.
