You do these things the same way you build a car engine for endurance racing. You put it on the test stand and run it until it blows up. Then you take it apart and find the weak point, strengthen it and run it again until it blows up. You keep repeating this until you have an engine that runs for at least 24 hours. Problems solved. As problems are encountered with "Secure Communities' you fix them until you have an airtight system. It can be done if the idiot politicians have the will power to do it.
