That's the problem with stupid laws: someone will actually enforce them.

The problem with this law is that it is a disingenuous attempt to force the porn industry out of Southern California under the guise of a public health initiative. So, getting a few thousand porn "actors" to wear condoms isn't of much use when the other ten million people in LA County have sex however and with whomever they want.
