How can the host host a party if they weren't there?

So, the night of the party, when the cops charged someone.... they didn't talk to the owners of the house? How were the owners of the house charged for hosting a party at their house if they weren't there to be charged?

The kids and townsfolk may get the wrong impression if they couldn't have their underage drinking parties when they wanted.

Ah, here the problem lies.
