New drug sentencing procedure a usurpsa courta s authority

A new state law that requires drug users to get probation their first time in court has a Lenoir County judge and prosecutor saying the new mandate has "usurped" the authority of North Carolina's justice system.
This country is really going down the drain. I don't know what to think anymore, it's not fair to the people already convicted of the crimes, why not wipe their record clean?
