I wonder which two Republican Lebanon County Commissioners taught the Mayor to balance budgets with private bank loans ?

Kick the can down the road with long term private bank loans and just call it a balanced budget.

When will this Republican lead lunacy end ?

Just raise taxes or fire employee's, but balance the budget and get over it.

Paying interest rates to a private bank out of a tax money that is has already been deemed to have shortfalls for the current city budget, gets the city where ?
