Liz Judd leaves the office in 2008 to pursue private practice, seemingly does nothing of note, and then goes to be what appears to be the functional equivalent of the First Assistant Public Defender...and we're supposed to believe she now wants the top cop job because she cares about more effective prosecution of criminals? Maybe she needs to come clean about why she really left the DA's office.

Dave Arnold did the same thing when he ran for district attorney the first time. He was working part-time for the Lebanon County Public Defender when he first ran for District Attorney against Deidre Eshelman, and he had also worked for a brief period of time in private practice. Both Liz Judd and Dave Arnold worked for the District Attorney's Office on more than one occasion, and have similar backgrounds in terms of prior experience. Kim Adams, not Liz Judd, is First Assistant Public Defender, and before Kim Adams, it was Juliette Zaengle. If you are going to make comments like the one you made get the facts straight.

There weren't any facts misquoted. The statement said "functional equivalent" and anyone who pays attention in the Lebanon County Courthouse knows that it would have been a slight to Ms. Adams to give her anything less than the "title" of First Assistant. The question remains: Why did she really leave the DA's office?

That is such an irrelevant question, when you have an incumbent with such a lack of integrity and whose legacy is replete with self-interest and political survival.

1. Arnold keeps a local judge's wife on his payroll. And, it seems that when Arnold wants to use the powers of prosecution to abuse political enemies, that judge seems to draw the criminal case.

2. Arnold convicts a huge number of juveniles and sends probably nearly all of them to his wife's counseling program. Funny how both Arnold and the County have seen fit to throw ever-increasing amounts of money her way, in the form of county contracts and grants.

3. Arnold's white collar crime prosecutions are token only and only involve those that are not his political allies or that don't risk tainting his allies. His WCCP rate is abysmal when you look at neighboring counties, like Lancaster, where their DA has recovered or assisted in the recovery of MILLIONS in stolen, misappropriated, or embezzled funds.
---When the FBI confirmed that the former EIT director did NOT seem to have the "missing" 800K or the millions in other apparently misappropriated EIT revenue, Arnold outright refused to investigate any other EIT officer, especially ones that apparently had control and access to EIT accounts....Like perhaps Arnold's largest political benefactor, EIT solicitor George Christianson, who, after the previous director was fired, went in and closed EIT bank account(s), apparently all by his lonesome.
---Arnold outright refused to forward to state police for investigation overwhelming evidence that fellow local LebCo republican party members-- who are also public officials, who are engaged in an ongoing pattern of overreporting work hours (to the tune of likely having misappropriated more than $2Million dollars so far). Other state departments have had to come in behind him and try to clean up his "messes."
---However, ARnold does know how to prosecute for over reporting: In a blatant retaliation against former Annville police chief Michael Burdge--Burdge hired one of Arnold's detectives after that detective made Arnold look bad in an unsolved murder case, Arnold prosecuted Burdge for over-reporting hours on a grant report. Burdge received NO personal gain from the act, and the total number of hours involved was ridiculously tiny, AND ALL ARNOLD'S COLLEAGUES, INCLUDING THE POLICE CHIEFS, SEEM TO KNOW THAT ARNOLD FUDGES HIS OWN NUMBERS ON GRANT REPORTS, you know, to make the numbers look healthy.
What would you prefer, that a guy add 2 hours to a grant report requiring x numbers of Overtime hours worked in a reporting period, OR that a guy improperly convict juveniles to maintain the grant monies and kids getting funneled to his wife?

There are plenty more examples of his lack of integrity and undeservedness for this type of power, but let's get to the stuff that Come-On Man seems to want to talk about, and that is Arnold's reputation as a womanizer, or as trying to have sexual relations with women in his staff and even in other affiliated departments. I have heard from different, independent sources that he either has had numerous affairs or that he has tried.

So, it seems like the better question to demand an answer for is "Why didn't Arnold leave his job?" back then.

Foolish facts...again. Its in your fliers...its on the web. Everyone knows that Arnold did NOT prosecute Burdge....it was the Attorney General. That former detective that Burge hired, was also fired, because he arrested someone on a personal vendetta, rather than based on probable cause.

The question remains...why did Judd leave the office? Another question....how has Judd spent her "lifetime" protecting the citizens of Lebanon County? She moved here less than 12 years ago...she is 40....hmmm...looks like her math doesn't add up. If she is a public defender, how is she protecting ALL of Lebanon County's citizens. She is serving the needs of her client...protecting their rights...which is the job she is paid to do. By getting her client off on a technicality...how is she "Protecting all the citizen's of Lebanon County"???

Aaahh, an Arnold supporter demonstrating his technique playing with words.
Everyone knows that a DA is supposed to ask the state police or the attorney general to step in to investigate local police or public officials, so everyone knows that Arnold and his petty need for revenge was the one to ask the AG to go after Burdge. AND, everyone knows why Arnold did that---because he wanted to send a loud and clear message that the DA’s office will NEVER be scrutinized or held accountable for any misconduct of the “Arnold faithfuls”. When Cornwall police chief Harris reported to to one of arnold’s chief detectives (Andrea Burdge, Michael’s wife) that one of her staff had recently been busted in a big undercover drug dealing raid and she reported to Arnold that the state police needed to be notified, Arnold apparently refused to implement what is supposed to protocol. When Harris found out that Arnold would not report the junior detective to the state police, he did it himself, and Arnold apparently went into a vengeful fury after finding out that the state police would indeed be, in some manner, in his own “house.” Angry at having lost the shield of autonomy, out of spite, he fired Burdge, citing NO justification, just that PA is an “at will state.”
Second, everyone also knows that the other detective that Arnold fired—the one Michael Burdge later hired, also brought shame and ill-repute on the House of Arnold: that detective was motivated enough to dig up real evidence/make real progress towards solving a “closed” murder case that Arnold REFUSED to reopen. Now why would something like that BOTHER a prosecutor, unless he knows who did it and who was a party to covering it up and feels compelled to somehow protect that information from seeing the light of day. Again, don’t you find the better question to be “Why won’t Arnold prosecute a murder suspect that just happens to be connected to his own political allies like George Christianson?”

And, why won’t he make any effort to recover the millions in missing EIT revenue—why NOT continue to work that case? Could it be that, again, the other party that had access to the EIT bank accounts—and that had leverage over EIT director Foltz, was apparent Arnold-mentor and ally local solicitor and property developer George Christianson.

No, there are a whole slew of better questions, like why is it that Arnold is allowed to raise re-election money by co-owning/operating a property management company with two of his staffers (the victim witness gals) AND not disclose that in any reporting documents?

Why did Arnold KNOWINGLY engage in a deceptive pattern and practice of submitting known false test results to the “court” in, oh, what, hundreds of his DUI convictions? That’s fraud.

Why is Arnold allowed to present criminal cases in front of a judge whose household receives an ample and routine/regular financial contribution from arnold’s office (well over $100, 000 a year!)?

Or, and here’s the cout d’ etat question, why did Judd wait so long to run against Arnold the @ss when she apparently has intimate knowledge of his lack of integrity? After all, she worked WITH him and was constantly privy to all those exchanges in his office where inappropriate—and illegal,“strategies” and activities were “communicated”?

Would she then also have had a pretty good basis of knowledge of any of his constant and pathetic pursuit of sexual relations/affairs with just about any other female either in his office or in their “world”? If just half of the rumors of marital infidelity occurring in the LebCty law enforcement/prosecutorial systems are to be believed, it’s no wonder that Arnold has to resort to malicious and politically motivated “persecutions”-- instead of a detailed and ethics-filled pursuit of justice, to “ensure” the survival of his career.
